On Dec. 17th ,2007，the Ministry of Commerce released an announcement on related matters on reviewed enterprises with filature production permit Year 2007-08 . The announcement says provincial administrative commercial departments should insist the principle of total quantity control , structural adjustment, energy saving, environment protection, elimination of inefficient capacities, facilities and equipment , and promotion of enterprise’ technology and equipment level to strictly examine the province’s filature enterprises. The information relating to this review should be reported to the MOC for record prior to Dec.30th.

According to Decision of the State Council on Cancelling and Adjusting the Fourth Batch of Items Subject to Administrative Examination and Approval, production qualification of filature and spinning enterprise shall be subject to the approval of provincial administrative commercial departments instead of the Minstry of Commerce from 2007.
